January 21, 2009 In 1999, Vision 2008, the planning process that led to the creation of the National Strategic Plan, was released. It
began in March 1998 with a series of meetings along with interviews,
focus groups and public polling to identify the Cayman people’s key
issues of concern. Late every year, the government lays on the table of the Legislative
Assembly a document called the Strategic Policy Statement. This document, which is required by the Public Management and Finance
Law, establishes the policy and financial framework on which the next
fiscal year’s budget will be prepared.
